Davis Yao

KEY QUALIFICATIONS:
With fifteen years of experience on designing, managing procurement and providing construction oversight of wastewater treatment plants in the States and China, Mr. Yao is ATS' key staff operating and managing the company business in China. He has worked on some of the largest wastewater projects in the Northwest United States and is familiar with advanced procurement and construction systems. Mr. Yao, who is a native Chinese speaker, has accomplished several treatment projects in Tianjin, Qingdao and Nanjing financed by World Bank and Asian Development Bank. He is very familiar with the Chinese culture and marketing environment and has developed extensive client bases in China.

EXPERIENCE AND ACCOMPLISHMENT:
Mr. Yao worked with CTCI Corporation in Taipei, Taiwan as an Environmental Engineer between 1988 and 1991. Key projects included the design for the Chinese Petroleum Refinery Plant's 20,000 tons wastewater treatment plant and the design and construction oversight for a 100,000-ton Municipal Wastewater Treatment Plant Second-Phase Expansion in Tainan. Between 1991 and 1998, Mr. Yao worked with URS Corporation in Phoenix, Arizona as a Project Manager. The important accomplished projects included an engineering design for a 60,000 tons municipal treatment plant in Chuparosa Community, Phoenix. Due to the limitation of the land use and the wastewater recycling requirement for the golf course irrigation, the SBR process was designed and constructed. In addition, he worked with City of Sedona, Arizona for the 400,000-population wastewater collection system feasibility study and was responsible for the design and construction management for the Papago Sludge Treatment Plant. In 1998, Mr. Yao received an "Excellent Engineering Quality" award for the Papago treatment plant. Mr. Yao worked with WH Pacific Company as an Environmental Department Manager between 1998 and 2000. The key projects included a 10,000-ton PVC manufacturing plant wastewater pretreatment design in TriCity and a 100,000-ton municipal wastewater treatment plant in Qingdao for the Design, Build, Finance and Operation (DBFO) services. Mr. Yao received the TriCity's Year 2000 "Excellent Engineer" award due to his excellent performance to complete the industrial treatment project. Mr. Yao worked with MEC Company as an International Operation Manager and a Senior Engineer between 2000 and July, 2001. The key projects included a 140,000-ton WestPoint Tertiary Municipal Plant design; and design of a sewage collection system and a 100,000-ton treatment plant for the Sinha Industry Park in Masah, South Korea and teamed up with URS to construct the plant using BOT system. Moreover, he worked on the Nanjing 150,000-ton municipal treatment plant financed by the World Bank for the equipment procurement and construction management.

The above-mentioned projects are in operation and achieve tremendous efficiency economically and socially. In his working process, international levels of advanced technologies have been adopted and obtained valuable design and management experience.
